Refereeing Rules and Certification

  • International Standards: Referees in Kyrgyzstan adhere to the rules of the International Judo Federation (IJF), including its referee evaluation and classification system.
  • Certification: The certification process includes theoretical and practical examinations, as well as participation in international seminars and tournaments.
  • Qualification Renewal: Referees are required to regularly renew their qualifications by attending training sessions and passing examinations.

IJF Referee Evaluation System

  • Theoretical Block:
    • Knowledge of IJF rules (Shido, Hansoku-make, Ippon, Waza-ari).
    • Understanding of criteria for evaluating throws, holds, and joint locks.
    • Situational tests on non-standard scenarios on the tatami.
  • Practical Block:
    • Refereeing during training sessions and competitions under the supervision of senior referees.
    • Video testing: referees evaluate recorded matches and justify their decisions.
  • Rating System:
    • Each referee earns points for participation in tournaments and seminars.
    • Points determine eligibility for advancement through levels (national → continental → international).
  • Qualification Renewal:
    • Attendance at IJF seminars every 1–3 years.
    • Retaking theoretical and practical examinations.
    • Participation in international competitions is mandatory to maintain international status.
